Taberna Master Homeowners Association Board of Directors Meeting Minutes - March 14, 2007

Minutes of February: Minutes presented by Acting Secretary, Alva R. Windham. Motion to accept by Suzanne Forsythe, and seconded by Martha Daniels. Motion passed to accept the February Minutes.

Treasurers Report:

Cash and Accts. Rec: Master and Sub-Assn's checking account balances at 3/2/07 totaled $199,504. The 2/9/07 Master and Sub-Assn's accts receivable balances totaling $29,239 were reduced by more than half to $13,813 by 3/2/07.

Late fees: Invoices for late fees on the January invoicing still unpaid as of 2/28/07 have been mailed. The total invoiced was approx. $840.

Liens: One lien was cleared in February, leaving five outstanding liens.

Reserve deposits: The Treasurer announced that, if there were no objections, she was going to make the first quarter Reserve deposit for the One Taberna Way of $1,440. Other Reserve deposits would not be considered until the second quarter.

Tax Returns: The 2006 Federal and NC tax returns due 3/15 have been reviewed, signed, and mailed by the Treasurer. The Federal balance due was $749 and the NC balance due was $182. She stated that the taxes are basically generated by the interest earned on the Reserves; and that we should keep in mind that the HOA pays approx. 33% in taxes of each dollar earned. Mona Kay Sadler, our accountant/CPA, has suggested that the Board give consideration to putting some of the Reserves into tax-free accounts, such as tax-free bonds, in order to reduce our tax liability. The Treasurer suggested that this might be a subject for the Board in the next year or so when the Reserve balances become larger.

Taberna Townes

Suzanne provided an update on the Finance Committee's meeting with Mitchell Brydge, developer of the Townes. The meeting was part of their research regarding the Reserves and budget planning for the Townes, especially dealing with the storm water drainage upkeep. MB said that he was now planning to have the Townes be a PUD within the Taberna PUD instead of the previously considered CONDO organization. He is also re-thinking the front design and brick fencing aspects of the homes, as well as what will be considered the resident's property vs. common property. Nevertheless, there was enough info gathered that the Committee may get started on the project.

Lease will be up on office space in early April. Treasurer I will contact Rich Scheper concerning the empty office space across hall as well as negotiate for the current space we occupy… Cost could run around $350 mo. Information will provided at the next HOA Meeting.

New Business:

Violations:

The following issues were reported:

1. A trailer was reported parked at 50 Neuchatel for a few days. Trailer has been removed. No
issue at this time.
2. An exposed trampoline at the end of Geneva. The house is up for sale.
3. 139 Geneva; reported propane tank in flower bed. Tank should be enclosed.
4. A number of trash containers were left out after trash pick up. No issue.
5. Bernadette reported a boat has been seen in a driveway on Montreaux Rd. Will be looked
into.
6. Alva reported a kayak has been leaning up against a house on Emmons Rd for some time.
7. Terry reported that a number of dog droppings are accumulating in the vacant lot on the
corner of Sursee Court and Emmons. Alva suggested a sign might take care of the problem.
However the lot has been sold.
8. Bob has noticed a number of propane tanks that can be seen from the golf course. These
tanks should be enclosed. Bob will contact Building and Grounds concerning this matter.
Builders are not responsible for fencing in the propane tanks. Alva recommended the a
change be made to the Architectural Procedures stating that all builders will be responsible for
the fencing of propane tanks.

Secretary for Next Three Months:

Alva Windham volunteered for the next three months.

Appeal of ACC Ruling:

Phil and Joyce Weller approached the board with a variance request to the Architectural Restrictions to build a 14’ X22’ 1-Car Detached Garage on their property located at 502 Taberna Way, Lot # 631. The lot is classified as a Golf Course Lot.
It was explained to Mr. Mrs. Weller that there could be no exceptions to the Architectural Restrictions to build a detached structure on a golf course lot. They accepted ruling of the Board.

Web Site:
All the documents that were loaded to the site had to be deleted and reloaded. The PDF documents did not meet the standards we were striving for. All documents were re-scanned to NOTE PAD and reloaded to their appropriate page.

It is possible that the site can be ready to go live on 1 April. Bob recommended that we wait till May 1, 2007 to bring it up. Alva Concurred.
