Meeting called to order at 4:30 PM by Vice President Bernadette McNulty
Motion: To accept the final minutes of March as they were submitted. Minutes accepted by Suzanne Forsythe seconded by Terry Smith and accepted unanimously.
TREASURER'S REPORT
CASH: As of 4/16 the checking accounts for the Master HOA and Sub-Associations are:

ACCTS. RECEIVABLE: The invoicing for the 2nd quarter to Abbington and OTW was sent out on 4/1. As of 4/16 the A/R for Master and Sub-Assns are:

LATE FEES / LIENS: Late fees sent out the first of April to 19 property owners totaled $380. A lien was collected in April and the lien removed. Currently there are four remaining liens outstanding.
INSURANCE: The THOA insurance policies for general liability, umbrella, and D&O coverage have been renewed. The cost was the same as in 2006.
THOA OFFICE SPACE LEASE:
Negotiations have been completed with the landlord, Sharon Rentals, to renew the lease for office space. We will move from our current offices into a larger suite of offices within the same building. The configuration of the new offices permit more space to have guests at the various meetings, and to allow files to be more easily accessible. The lease is for two years starting with May, 2007, through April, 2009. The first year's rent is $275 per month and the second year's rent will be $325 per month. We have agreed to pay one-third of the cost of the utilities until the balance of the offices are rented to third parties. At that time, our share of the utilities will be renegotiated.
BEAUTIFICATION PROJECT
The Board met with Ron McCausland and Bill Rounds from Building and Grounds and Jack Daft the Landscape Architect. Jack Daft presented the Board with a 3 board design.
Board I concentrated on the entry area of Taberna.
Suggestions:
1. Expand island on right to hold the Taberna sign.
2. Make a safe access across Rail Road tracks to future shopping area.
3. Create and island at Geneva.
4. New planting on islands and along the new Town House area.
5. Existing sidewalks could be made stronger because grading is a problem.
Board II – Todd Denson Park
Suggestions:
1. Build a pavilion 30’ x 60’ and create a new playground area.
2. Possible building of bathrooms – some handicapped accessible.
3. Parking area needs to have dumpster hidden.
4. Reinforce existing bridge or put in a gravel path through the wet lands.
5. Planting would have to be added.
Board III – Alternate entrances to Taberna
Suggestions:
1. Improve plantings at Taberna signs.
2. Put in side fences and posts to imitate main entrance sign.
ENTRANCE TO TABERNA – COMMERCIAL SITE
West Side
1. Morton wants to divide area into 5 lots
2. First area is East Carolina Bank – finished 2008 is possible.
3. Storm water management has two possibilities
a. under the parking lot
b. retention ponds
Planning Commission will meet to discuss the feasibility of 5 divisions. Morton will resolve front entrance by the end of April. Fence on both the east and west side of entrance is the problem. The Board, on the east side, will propose that Morton sign off on the fence and they can build whatever they want with our architectural approval. This property is within the city limits of New Bern and will limit developer by size.
Motion: To complete the final negotiations with Morton Corporation in regard to the Taberna Front Entrance landscaping issue the Board agrees to sign an agreement that we are in agreement that the current deed restrictions can be removed. Also, we will request that the property, Commercial Lot on East side of Taberna between the railroad tracks and Route 70, be restricted to not having a gas station on said property.
Motion was accepted by Suzanne Forsythe, seconded by Terry Smith and passed unanimously.
EMMEN ROAD
Improvement in planting areas of Emmen Road is being considered by Buildings and Grounds. The fencing that separates Taberna from Selllhorn is being breeched on a daily basis. The Planting along the whole existing fence is rather sparse. The fence also needs to be extended. Buildings and Grounds and the architect along with Terry Smith, a board member will meet on site to discuss what measures should be taken to close up the fence that is used as a walk though and secure more foliage to make this a more attractive road. Irrigation could be provided by truck the first two years eliminating permanent irrigation.
TABERNA TRIBUNE
Bob Livingston, from the Taberna Tribune, proposed that the paper provide a Bocce Court at Todd Denson Park. This installation and later maintenance will be a gift form the Taberna Tribune to the community.
The Board was acceptable to this contribution but put a hold on any further discussion until the Beautification Plan for this park was put into practice. Bob Livingston agreed to hold the money aside until the park site is developed. The Board will get back to the Tribune in a couple of months.
TOWNHOUSES
Attorney Arey Grady said the Townhouses can be a sub association responsible for all maintenance and tied to the main association by looks and rules. This is still unsettled and Arey will get back to the Board on various ways this sub association can be set up. Work has presently stopped on the Townhouses.
NYON WATER ISSUE
Drainage on Nyon Road is finished and the issue is closed. The cost was $2000.00. Some landscaping still needs to be completed.
TABERNA’S RECREATIONAL AREAS
Motion: It is recommended Lake Leman, Todd Denson Park and the entry, located off of Emmen Road, to the walking path through the wetlands ending at Brices Creek, which included the Community Dock be open for resident use from sunrise to sunset.
Motion was accepted by Bernadette McNulty, seconded by Terry Smith and accepted unanimously.
