Taberna Master Homeowners Association Meeting Minutes:  March 18, 2008

Board members present: Bob Costanzo, Gene Peele, Suzanne Forsythe, Jim Krise, and Steve Harman.

Guests:  Jim Wilson, Chairman of B&G; Larry Alderson, Chairman of Crime Comm.; and Steve Tyson, Craven County Commissioner

 

Meeting was called to order at 5:30PM by Bob Costanzo who also agreed to record the minutes in the absence of the Secretary.

 

BEAUTIFICATION PROJECT UPDATE:

Jim Wilson made a presentation proposing the various areas to be updated this year.  They included the following:  a) plantings to enhance the entry monuments at both Airport Road entrances, b) enhancement of a portion of the boundary area on Emmen Road along the Sellhorn fence which would include the placement of seven new trees and possible under-plantings under the trees, c) addition of a flowerbed into the current planting area at the corner of Geneva Rd. and Taberna Way, and d) the installation of nine Cleveland Pear trees in the entrance area at Denson Park along with the removal of some of the underbrush.  The total estimated cost for these projects is just under $12,000.  Suzanne made a motion that these projects be approved to move forward.  Gene Peele seconded the motion.  Board voted unanimously to approve the projects.

 

Jim also indicated that the entry monument on Taberna Way and Geneva Rd would be removed along with the current plantings.  Replacement plantings are being considered.

 

PRESENTATION BY STEVE TYSON:

Mr. Tyson, as a result of the Board’s invitation, updated those present on some of the community issues that he is working on currently.  

 

TRAFFIC SIGNALS:  He indicated that the State has ordered the software to update the four traffic signals along Route 70 from the bridge to Thurman Road in order to better regulate the traffic flow.  The installation of the software is projected to be completed within the next 60 days.

 

OTHER:  The County is looking for land to build a new High School and Middle School between Carolina Pines and Taberna.  There is no new information on the Super 70 corridor plans.  Responses to Board member questions and brief mention was made regarding the Rescue Squad on Old Cherry Point Rd, the property tax revaluation set for 2010, and the Riverfront Convention Center repairs and possible expansion.

 

ZONING:  There was discussion concerning his ongoing attempts to obtain County zoning, and the Board expressed its opinion that regulations and limitations be included to address the use of firearms in areas that are close to residential areas like Taberna.

CRIME COMMITTEE

Larry Alderson provided the Board a report on recent activity in Taberna.  Information about the Crime Comm. will be included in the Welcome Packet that is distributed to new residents so that they

may be familiar with the Committee and what it does.  He also indicated that the City is interested in having another Community Event in Taberna.   Discussion was favorable to this with the belief that it should be incorporated into the Annual Picnic event.  However, there is concern that someone will need to be chosen to co-ordinate this event.

 

MINUTES:   After review of the February minutes, Gene Peele made a motion to approve them Steve Harman seconded the motion.  Unanimously approved and accepted.

             

Treasurer’s REPORT:

Total cash available as of 3/18/08 in the operating checking accounts for Master and Sub-Assns. totaled $191,522.   Total accounts receivable outstanding at 02/28/08 was $12,060. 

 

Reserves:   Abbington’s cash situation remains such that the Treasurer cannot make the balance of 2007’s Reserve deposit of $600.  

 

Liens and late fees:  Collection was made and the lien lifted on one property.  There remain a total of six liens totaling $1,570.  Late fee invoices were mailed out on 3/5 for 2/29 unpaid balances.

 

OLD BUSINESS:

Taberna Townes:  The Board has received a proposal from the attorney for the developers to allow them a new easement from Taberna Way if it is determined that the present road into the Townes must be moved.  The Board agreed to allow the easement if necessary.

 

VIOLATIONS:

Jim Krise updated the Board on current violations.  There are a number of homes that appear to need power-washing to remove mold.  As this is part of the appearance requirement changes made as of the beginning of the year, the Board agreed to include a reminder in the May Tribune and on the Tab Mail concerning this issue before taking formal action against specific property owners.

 

NEW BUSINESS:

FINANCE COMMITTEE MEMBERSHIP:  The Board approved the addition of Tim Klaumann and Malcom Roberts to the Finance Committee. 

 

FENCING on OLD AIRPORT ROAD:  As a result of a concern of a Taberna resident and comments from the Chairman of the Crime Comm., the Board agreed to discuss at its next meeting the possible installation of fencing along property lines on Old Airport Road from Taberna Circle east to Sellhorn.

 

The next regularly scheduled meeting of the THOA BOD will be held on April 15, at 5:30PM

 

The meeting was adjourned at 7:30PM.
