President’s Message – October 2009

 

The Board has received recommendations from the Finance Committee and the Building and Grounds Committee on budget requirements for 2010.  The Board is reviewing these to determine the final budget and the resulting dues for 2010. 

 

We have approved a slate of candidates to fill vacant Board positions for 2010.  These will be presented at our annual homeowners meeting which will be held on December 15, 2009 at the Creekside Elementary School.  We still need volunteers to serve on our Finance and Crime Watch Committees.

 

We are fortunate that the majority of our homeowners pay their annual dues on time.  However, there are some that have not paid and/or have been habitually late in paying and refuse to communicate with us their plans for payment.  Because of this, the Board is pursuing legal action against these owners.  We recently sued and won a judgment in the Small Claims Court against one such homeowner.  Additional lawsuits are pending.

 

A public meeting was recently held to provide an update on conceptual plans to create a Super 70 corridor through the James City area.  This meeting focused on the concepts and designs for retrofitting U.S. 70 with overpasses to handle the big traffic problems at Williams Road and Airport Road.  Additional overpasses are envisioned including one at/or near the Taberna entry.  

 

The predominant sentiment expressed at the meeting was to build a bypass around this area that would avoid the multi-year impacts to local residents and businesses that would be caused by construction of overpasses through this area.  Unfortunately, the bypass concept is not likely to happen because of its projected high cost ($300M+) and we will probably have to contend with a 3-5 year construction period for building lower cost overpasses through our area. 

 

The conventional wisdom is that construction for these overpasses will not happen in the next 10 years.  We and the follow-on Boards will need to stay in touch with this on-going process to ensure that we understand how and when we are going to be impacted, especially at our main entry to U.S. 70.  A summary of this meeting can be found in the September 14, 2009 edition of the Sun Journal.  I encourage you to stay current with the US 70 Corridor Commission plans by visiting their website www.Super70Corridor.com.

 

The monthly Board meetings will be held at the HOA office at 5:30 PM on the 2nd Wednesday of each month.  The next meeting will be October 9th.  The office is located at 3950 US Highway East (Route 70 and Thurman Road).  If you need directions to the office, call one of the Board Members or myself.
